It's interesting that Senator Hatch couldn't even get the junior senator from his own state to vote with when it was "crunch time" for what would've been the 28th Amendment -- an achievement that would have put Hatch into the history books as more than an interesting footnote. It makes one wonder what the relationship is between the two senators from the State of Utah. What could have possible persuaded Bennett to vote against Hatch? He could have demanded almost any consideration from Hatch in return for his vote and could have advanced his stature in the Senate immeasurably. Furthermore, rumor has it -- from sources that cannot be confirmed -- that when her staffers presented her with a list of 14 other Democratic senators that were going to break from what was otherwise a "party-line" vote, Hillary was contemplating voting for the amendment as a way to shore-up her "centrist" credentials along with her support of the Iraq War UNTIL she was informed of McConnell's defection. But in the end her need to keep her New York senate seat in preparation for 2008 won out.
